For those who don't remember the Outlaw, he is a big fan of the Punisher work and he operates in London. He appeared in many comics back in the 90's such as in the Eurohit and Suicide Run arc.
It's good to see some characters back from the past back but i'm somewhat afraid of what Marvel has in store for Frank Castle. Specially now that he will appear in Daredevil season 2. It would be dumb if they waste a chance of launching a book with the "real" Punisher at the same time season 2 is out.
What we know for now is that he will appear in Contest of Champions #1, with other lesser known characters from Marvel Universe.

There are other interesting characters like Carlos Cruz or J.R.Walker aka Shotgun that could be a "safe bet", in my humble opinion.
